Job Title:           DEPUTY DIRECTOR OF SOCIAL SERVICES

Department:      Immigration Services

Reports to:         Executive Director

Summary:          This is a full-time, supervisory position that supports Hawaii’s immigrant, refugee, and underserved populations with social services to ensure basic core needs are met and referral in-house to Immigration Legal services as needed. Social programs ensure equitable access to social, legal, health, educational, language domains available in the private and public sectors that lead towards self-sufficiency of our targeted populations. 

It is part of the leadership team of Pacific Gateway Center.  This position oversees and administers Pacific Gateway Center’s state-funded Immigrant Resource Center program for O‘ahu, Maui and Kauai and federally funded USCRI (United States Committee for Refugees and Immigrants)’s programs, including but not limited to Matching Grant, Trafficking Victims Assistance Program (TVAP), GAP Ukrainian Supplemental Fund.  

This position also directs social services activities to include client intake, timely assessments, individual service plans and goal-setting with clients, referrals, client interface,  and determines eligibility for social benefits.

JOB RESPONSIBILITIES
Programs:

Social Services:

  • Administer social services programs under the purview of the state-funded Immigrant Resource Center (IRC) for O ‘ahu, Kauai, and Maui (with Molokai and Lanai) that cover housing, food, job/income, health (mental and physical), transportation, family wellness, social adjustment, access to benefits, ESL, and access to legal services, education  that include:



A. Client consultations and  meetings, intake, assessments; develop individual service plans for each client; ensuring timely client interaction and communication so that goals of individual service plans with goals are met towards client self-sufficiency.

B. Supervise bilingual case managers in the field

C. Coordinates with the Deputy Director of Immigration Legal Services to offer citizenship/naturalization clinics, acculturation training, and legal services; 

D. Maintain quantitative and qualitative data for IRC and Immigration Services to support reporting requirements under OCS, informs PGC of IS activities and effectiveness; and for grant writing

E. Coordinate community partners and cohorts with Deputy Director of Immigration Legal Services; ensure data compilation and analysis is conducted by collaborators


  • Establish and steward critical community partnerships that facilitate referrals, benefits and programs for PGC clients and programs

  • Manage and organize community outreach for initiatives related to programs affecting the immigrant/refugee community and/or to ensure equity in opportunities for PGC’s targeted populations

  • Create and implement special events for PGC clients, e.g., World Refugee Day, Bargain Bazaar for clothing, household goods and other necessities

  • Coordinate with PGC’s Hawai‘i Language Bank requiring interpretation and translation to ensure language access to limited-English proficient persons in the community

  • Act as community resource and give presentations and  workshops, participate in conferences on work-related immigration and social services issues and programs to promote PGC and its programs to government agencies and community

  • Support to local K-12 schools and universities on global priorities, e.g., immigration and refugee resettlement in the U.S., and social justice programs for the disenfranchised

  • Participate actively in community organizations that meet needs of Hawaii’s immigrant and refugee community, e.g., InterAgency Council, Language Access Advisory Council, Hawaii Coalition for Immigrant Rights, etc.

  • Support needs of the Board of Directors as assigned.  Participate as an active member of PGC’s leadership team with responsibilities as assigned and as a PGC team member that promotes collegiality and collaboration.



REQUIREMENTS AND SKILLS:

  • 4-year degree, graduate degree preferred in related fields to include, social services, global studies, education.

  • Master of Social Work preferred.

  • Partially or fully-accredited representative by the Department of Justice or desire to pursue such accreditation

  • Second language proficiency desired

  • 10-years experience in non-profit environment

  • 2-years experience in the immigration/refugee field

  • Strong interpersonal and communication skills

  • Detail-oriented for case notes and follow through with client needs

  • Microsoft office and presentation skills

  • Work well with minimal supervision

  • Professionalism, problem solving

  • Proven cross-cultural skills and sensitivities
