Meet PGC’s New Deputy Directors

Khaled Otear is Deputy Director of Immigrant Legal and Social Services at Pacific Gateway Center. An experienced refugee resettlement and protection specialist, Khaled brings extensive experience working with refugees and immigrant communities. In his new role, he leads PGC’s legal and social services supporting immigrants and their families as they navigate challenges, access resources, and build their lives in Hawaiʻi.

Luella Costales is Deputy Director of Development at Pacific Gateway Center, where she leads efforts to build relationships and resources that support PGC’s programs and communities. She brings experience in nonprofit leadership, fundraising, agriculture, and public service, with a focus on strengthening connections and sharing the impact of PGC’s work.
